If its determined the at fault driver has insurance, you need to file a claim against their insurance. Once that happens, the insurance company will begin their investigation by reviewing any evidence you have like the witness statement and talking to their insured. In the case I was working on, we found out the at fault driver worked for a company. After reporting the accident to the company the company gave us their insurance. In some cases the at fault driver claims they were never in a car accident and the damage was from something else.
